STAR Transit hereby invites the submission of proposals for financial audit services. 

STAR Transit’s audits are required annually for financial and compliance of Federal State funds in accordance with State policy and Federal regulations including Single Audit Act Amendments of 1996, 23 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and the State of Texas Uniform Grant Management Standards.

RFP documents may be secured from STAR Transit at 500 Industrial Blvd., Terrell, TX 75160 between the hours of 8:30 am and 4:30 pm, Monday through Friday, at STAR Transit’s Operations Center, by visiting www.STARtransit.org or by email to [email protected] requesting the RFP package.

Responses must be sealed and returned to STAR Transit, Attention: Project Manager, PO Box 703, Terrell, TX 75160 (by mail), 500 Industrial Blvd., Terrell, TX 75160 (by UPS, FEDEX, hand delivery), or electronically to [email protected] by the time shown above, where they will be publicly opened.  All bids must be plainly marked with bid number and name on the outside of the envelope. 

Issuance of this RFP and receipt of proposals does not commit STAR Transit to award a contract. STAR Transit reserves the right to postpone the proposals due date for its own convenience, to accept or reject any or all bids received in response to this RFP, or to cancel all or part of this RFP for sound business reasons, at any time before the contract is fully executed and approved on behalf of STAR Transit.

Late bids will be returned to Bidder and will not be considered under any circumstances.

From time to time, we will post opportunities to bid on surplus property.  This page will identify those opportunities.

Disadvantaged Business Enterprise

STAR Transit has established a Disadvantage Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. STAR Transit has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, STAR Transit has signed an assurance that it will comply with 49 CFR Part 26.
